Supplementary General Condition
Community colleges are required to report expenditures to Historically Underutilized Businesses (HUBs) in projects funded by the state bond funds. In order to collect this data all prime contractors and non-HUB subcontractors must complete the form “Payments to Historically Underutilized Businesses.” Each prime contractor is responsible for collecting and submitting their form and those of their non-HUB subcontractors with each monthly pay request.
Notes for Designers to consider:
- The North Carolina Community College System (NCCCS) Office, Administrative and Facility Services Section can electronically provide the form in Microsoft Excel and the instructions in Microsoft Word.
- It would be helpful to the contractors if the designer prints the NCCCS Project Number and the NCCCS Project Name on the form prior to printing the form.

Payments to Historically Underutilized Business (HUBs)
A Historically Underutilized Business is a Minority Business Enterprise (MBE), Women Business Enterprise (WBE), or Disabled Owned Business Enterprise (DBE-O). A MBE is a business that is owned and controlled at a minimum of 51 percent by one or more minority persons. The term “minority person,” for purposes of this form, means a person who is a citizen or lawful permanent resident of the United States and who is:
- Black, that is, a person having origins in any of the black racial groups in Africa.
- Hispanic, that is, a person of Spanish or Portuguese culture with origins in Mexico, South or Central America, or the Caribbean Islands, regardless of race.
- Asian-American, that is, a person having origins in any of the original peoples of the Far East, Southeast Asia and Asia, the Indian subcontinent, or the Pacific Islands.
- American Indian or Alaskan Native, that is, a person having origins in any of the original peoples of North America.
A WBE is a business that is owned and controlled at a minimum of 51 percent by a non-minority woman or women.
A DBE-O is a business owned and controlled at a minimum of 51 percent by a non-minority handicapped person or persons. Handicapped persons shall include those individuals with physical, mental and visual disabilities.
